I went there and saw:

So they have opened up sign-ups kind of, i guess.

I do not see the New Get Gmail. I see only

New! Create your own customized Google News.

I try viewing Google mail page with Firefox and Internet Explorer.

Edit: Spin, you were not seeing things. At least another person has seen it and took a screen shot.
