The bill was passed out of the Appropriatesion Committee pursuant to Senate Rule 28.8, which states that any bill referred to the Appropriations Committee which does not appropriate money may be directly referred to the Senate floor without a hearing if the chairman of the committee determines that the bill will not cause any significant state costs or significant reduction in state revenues. It is the committee's equivalent of a "consent calendar." -
