It's not common for incoming mails to contain "BCC" headers.
The whole point of BCC is that recipients don't see who else received copies of mails. When an email is composed containing BCC addressees the email client (in some cases), or usually (ISP's mail-sending process) generates copies of the mails without those headers, and sends one to each required recipient. The "sent" copy that is retained by the sender's email system is not the same as what is sent to the recipients.
The most likely reason why your message isn't being processed by your rule is that an earlier rule is processing it instead.
