Does my pobox problem involve IMAP?

I've noted that no-one else is having problems with pobox. My problem is not that emails are slow to be sent or received, but that Outlook sometimes fails to log on to pobox and gives me a "pobox server failed to respond" message.

I think this may have something to do with IMAP syncing. That is, it fails to sync because pobox's SMTP server is slow and Outlook times out.

Originally, I did all my email with my laptop using Outlook [POP3]. Then when I got a smartphone, pobox said I must switch to IMAP. I did this and then my phone [K9 mail] and Outlook were synced. Very good . . . until early this year when I started experiencing these error messages from Outlook that stopped me logging on.

So I think my question should be: Does anyone using IMAP have similar problems?
