I'm using Windows 10 64-bit OS and have Outlook 32-bit installed. But I'm pretty sure this add-on was developed and tested for both 32-bit and 64-bit Outlook versions. My guess is that you need to update to the latest .NET framework or repair your current .NET framework. Try:

You can also try installing the latest .NET framework. Select Download .NET Framework Runtime at:
https://dotnet.microsoft.com/download

Outlook can be repaired using:
