I live in Texas. I believe that the law prohibiting milking another’s cow was removed 45 years ago. When such laws were created about 160 years ago, the tendency was to prohibit specific acts rather than general actions (such as theft of personal property). There was a difference between stealing a cow and the milk from that cow. There would be a similar difference between theft of electrical energy and theft of the wires delivering that energy. Or theft of an auto or theft of the fuel inside the fuel tank inside that auto.
