Why am I not surprised?

First, I wish that companies would be penalized for not informing customers right away.

Second, I wish companies would be heavily penalized for allowing themselves to be hacked, especially when it's a big corporation that should be making more effort.

But it is fair to say that the big players like Outlook are more likely to be hacked?
