If by "Outlook" you mean Microsoft 365 email you need to get a business plan to have email at your own domain. The Microsoft 365 Business Basic plan at $6 per month is the cheapest way to do that. (Microsoft is expert at confusing names.) However, you can use the Outlook app to manage email plans hosted elsewhere.
