I usually do that immediately after I download (that is if I want to keep that file and archive it somewhere, not just view it locally).
Actually what I really need is a way to change the filename when I attach a file to a message I compose, because I don't want to change the name of the local file which is fine, only the name of the copy I send to better suit the recipient's needs. The only way to do it is to make a copy locally, rename it, attach it and then delete the local copy, which is very cumbersome, so I hardly ever do it, and then of course the recipients needs to rename the file to something that makes sense to them.
