My backscatter setting is set to "Move to Spam." AND, looking at the raw message, I see that there is the following header: X-Backscatter: Yes!

So, I guess this is it! The "undeliverable mail" message is backscatter, and the rule moving backscatter to my spam folder takes precedence over my Sieve rules, which is why the rule fails.

I have no idea why my Backscatter setting is what is, whether at some point long ago I set it that way or whether that's the FM default.

Is there any reason not to change the Backscatter setting to "Discard"?
