You do NOT need a cellphone number to create a mail.ru account. It is advised...but you can also create account only with another back up email.

In the registration field it states this:

"A phone number is required to recovery access. If you don't have a phone, then enter a backup email address"

BTW I think mail.ru is a very good (free) service. I am using it since 2013 and also their cloud storage (25 gigs).
