How to protect my outlook/hotmail email from this error?

My friend's outlook mail showing this error:

Within 1 week of account creation, its showing this error.

While the wording says they violated the terms of the Microsoft service agreement it might be just a poor choice of wording. Microsoft blocks accounts if they see unusual activity, and sends you a security code to unlock it.
