discard rules - why X-Spam-Known-Sender?

If I generate a discard rule from the Rules UI it surrounds it with a test for X-Spam-Known-Sender not being "yes". My question is why? What's the reasoning behind this?

I have a case where I want to discard an email which isn't spam and is a known sender based on specific conditions. But I can't use the UI to generate it since it will never be executed. So I have to write my own in the sieve script. It's no big deal but I am curious why the UI-generated discard rules have that X-Spam-Known-Sender test around them.

Perhaps you missed the tick box marked "Do not discard messages sent by my contacts".
