They didn't mention any specific period, but website here says 270 days I.e 8 months.

Do you have a paid subscription for Microsoft Windows? I may be wrong, but I think the email address attached to this subscription won't expire for as long as you renew/pay in time. I use an Outlook address (same service as Hotmail) and never really asked myself the question ; I assume it's paid for and thus won't ever expire as long as I loyally pay my invoices to Microsoft for my MS Windows and MS Office.

For Outlook.com it says this from here: https://www.microsoft.com/en-us/servicesagreement/

I cannot recall ever having signed in to my OneDrive (I think I disabled automatic backups in it, as I make backups of my files on an external hard drive anyways) and my email (both webmail and with mail client) work just fine, despite never signing in to my OneDrive.

But as said, I think it's part of the MS Office and MS Windows package and that as long as you pay your annual invoice the mailbox never expires(?)

Right, but the OP was asking about free Hotmail/Outlook.com accounts. I've had one for years that I sign in occasionally to. I can't imagine just leaving an email account and not checking it once in awhile. Outlook.com is notorious for putting things into the Junk file that are legitimate emails, so if you use the address for anything you might want to see you should check it once in awhile.
