You should be able to send a email 40KB big through Gmail. The limit is 10MB. It could be a temporary problem with Gmail, or something in your Outlook Express that is limiting the size sent. What does the Advanced tab in your account settings in OE say?

Were you trying to send a .exe file or a zip file containing a .exe file? Gmail doesn't allow it.

If you want people to answer you correctly, you need to provide more information about what configuration is your email setup, configuration of your computer, what trouble shooting you have already done, etc. So "somebody else has a better answer" is not helpful.

If you are still have difficulty sending, the Gmail guide tells you to use SMTP port 465. The error message said you are using SMTP port 25.
