Gmail wont let me confirm with my phone number

I got a new gmail account and used my cell number as confirmation. Now when I try to log in gmail tells me there is suspicious activity on my account (there isnt). It asks me to use my phone to confirm, but when I enter my cell number it says that number has been used too many times ( it hasn't) and I have to use another number. When I enter my landline it says that wont work. I am running out of numbers! What does gmail want?. Thank you.

Well, they want to serve you ads.
But right now it seems that they are failing to achieve this modest aim.

Have you tried these steps from Google Support?

One reason to not use free email accounts for important purposes is that they don’t provide full customer support.

However it looks like you might get into the same bind. At one time you could skip phone verification, not sure if you can presently. A virtual number might help (but it can't be VOIP)
