Your game. So if you want to restrict the game to no inserting letters, then good with me.
Just dropping a letter, and adding one to either end still good?
Exactly what I had in mind for rule 3, I will go and clarify the rule now.

...on with the game

FAIL

to fall short
Thanks for the rule 3 clarification. The original rule didn't say that the three unchanged letters had to be contiguous. It didn't mention inserting or deleting letters, just changing a single letter -- but the first post deleted a letter and added a letter at another location, and there was no rule stating where you could add a letter after you removed one.

So the way I understand your rule 3 now has no reason for the "remain in the same order" phrase. It could be replaced by:
"You must delete any of the four letters, then insert a replacement letter at one of three locations: the original deleted letter location, before the first letter, or after the final letter."

MAIL

We received mail describing a tale about how not to fail when using a pail to bail when attempting to sail during the tail end of a gale

You are clearly better with words than me, so I have replaced my wording of the rule with your much better explanation.
