Nope. Has to be an outlook.com address now.

Existing live.com and hotmail.com addresses work just fine for logging in and sending or receiving email. But new aliases must be at the outlook.com domain.

Well ... yes and no ... you can create a new Microsoft account at these domains:

I was doing some searching regarding the o/p's post, yesterday. From what I gathered, the rules (regarding what you can and cannot create) vary, depending on where in the world you live.
