Anyone know why FM DSNs sometime include the full message and sometimes not?

In a recent sample of approx two dozen resulting from messages from the same sender, whereas 70% are:

Content-Description: Undelivered Message
Content-Type: message/rfc822

as expected, the remainder are:

Content-Description: Undelivered Message Headers
Content-Type: text/rfc822-headers

despite MME part 1 saying "your message ... attached below."

This is PITA not least because FM webmail and Thunderbird display that content as plain text i.e. without decoding, leaving some Subjects in unintelligible UTF. Gmail does not display it at all, presenting the part as an attachment named "noname".

Any idea why the variation?
