Hotmail/Outlook changing its terms again?

I haven't had time to peruse this, but it looks as though I'm now (September) getting an announcement from Hotmail/Outlook (dated July), announcing changes. On top of its being two months late, it's also 32 pages long, and it seems to be a link that vanishes, so that you can't come back to read it later.

Anyone know what the 32 pages boils down to? I don't know why some overseeing agency doesn't demand a simple-language summary as is required in some financial matters.
