No connection

Hello community...I am new here and am seeking some advice. It is a long time since I have used Outlook Express (OE) but now I don't appear to be able to do anything. I cannot access OE cause of this error message: No connection could be made because the target machine actively refused it.
Do you have any suggestions how to work around it?

Jakebarr, you may be an innocent bystander, but if a "friend" answers you question with a spam link, you both will be instantly banned.
