I did not fill the first dialog but just mostly looked at it; and I see what you mean. To find more fully what would happen, I have not pushed ahead there to find out.

I recently setup a Yahoo account and did give a mobile number.

I opened two Yahoo accounts as among the first I had. Then they locked up my account unless I provided a cell phone, and I never went back.

THAT makes me wonder:
If you have an android (or iOS?) smartphone, not yet activated BUT setup, would the Yahoo app allow you to create a Yahoo account without requiring a phone number?

You can create a Yahoo account without phone number (to use, for example, with Yahoo Finance) using an external (non-Yahoo) email. You can't get new Yahoo email address without providing a mobile phone number.

You can provide a cell phone number they want, to add 2FA using TOTP (for example, using Google Authenticator) and to remove your phone number from your account.

It does not work as expected. You can create a Yahoo account using an external (non-Yahoo) email address and to use it with, for example, Yahoo Finance, but you can't get new Yahoo email address without providing a cell phone number.

I had two accounts that were among my first.

Then they demanded a cell phone, and I abandoned them.

There is a simple solution for this (I did it with all my Yahoo accounts):

1. Get a burner cell phone number. You can even use your main phone, it will not be a huge issue.
2. Add this number to your Yahoo account
3. Add recovery email (for password recovery)
4. Enable 2FA using TOTP (Google Authenticator, Aegis etc.)
5. Now you can remove your phone number from your Yahoo account using this URL https://login.yahoo.com/myaccount/security

What does that part, bolded, mean? Cellular telephone? Smartphone included? NOT to mean, "landline"?

Good point. But then do you keep the burner phone forever?

The problem is that some of these sites keep pinging you to re-confirm. Hotmail drives me crazy with this.

No. The phone is removed from your account. Wait a few weeks (grace period when Yahoo still can use this number somehow) and you can cancel the phone service.
