What's with Inbox.lv?

I tried an account with Inbox.lv, as it didn't require any additional information - e.g., no telephone - to sign up.

Fine. Now I finally went to use it for the first time, and signed in efficiently. But when I clicked on "Compose" the screen blanked out and asked me to "verify" a telephone.

I have a inbox.eu account, which should be similar since they are run by the same company. When I created it I provided a email address from another provider (in case of lost password etc.) but no telephone. I didn't run into your problem.

Try registering a email address.

This is so annoying! I wanted a free-standing, no-verification email, and I hate having to open email account A, just to be able to open email account B.

You don't need to open another account, use the email address your ISP provided you for that.
