Juno.com: its POP and SMTP servers still support non-encrypted connections. They support TLS connections too.

I bet a lot of those are small servers for smaller companies and home use. I worked for a company with its own server and it required an IT staff to keep things running properly and up to date. I suspect many smaller servers are not well maintained.
