Microsoft's live domains will allow people to signup automatically, without intervention from you. http://domains.live.com/

Aol domains, I'm not sure... I don't think google has auto signups either... not sure on google and aol... maybe someone else will ping in.

AOL sort of has this functionality. It lets you create up to 100 mailboxes. It's not a "general public" offering, but rather by invitation.

from AOL
You can add people to your domain in two ways from the "Add Users" page of the Control Panel (https://myeaddress.aol.com):

1) Invite: The first way to share your domain is to invite others to create an identity of their choosing using the "Send an Invitation" option on the left hand side of the "Add Users" page of the Control Panel (https://myeaddress.aol.com). Users who are invited in the "Add Users" page will receive an email with instructions on how to activate an identity of their choosing within your domain.

2) Create: The second way to share your domain is to add users directly from the "Add a New User" option on the right hand side of the "Add Users" page of the Control Panel (https://myeaddress.aol.com). The Add Users page allows you to create an identity for a friend or family member.
I also remember reading about someone who had created a form/script to make a page to allow people to automatically sign up an email address at a google Apps account. Never gave it further investigation but it *might* be an option if you're skilled at that stuff.

From what I heard, both of their interfaces were a bit unwieldy to use, but I've never tried them much myself.

Also Googlee do offer free hosting for up to 50 users on their Gogole Appls platform as well.

I am not sure who else does, but if you want to pay fgor hosting, you might be able to offer something with a manual signup and webmail through something like the cpanel system or something like that if that helps.

Gawab's free offer is pretty restricted. Of course it may be sufficient for the Original Poster's needs.
