This may be overly pedantic, but it's important to point out (for anyone coming to this thread who is unfamiliar with the Safelist concept) that the whole point of Safelists is that they are not spam.
There's no such thing as "opt-in spam" - so Safelists basically legitimize the sending of vast quantities of bulk (but not unsolicited) email. Safelists are very annoying, and not very effective. But operated properly, they are not illegal (though they may be against the Terms of Service of a particular provider). This is in direct contrast to spam, which is illegal in many places and getting progressively more stringently legislated. Just because something is very annoying, it shouldn't automatically be labelled "spam" if it isn't! Keep the "spam" label for the real unsolicited email... |

I'm still unclear on the concept.
Can anyone request a list of e-mail addresses on the condition that their address is added to the list? |

No the email addresses are usually hidden from everyone. You would normally send mail to something like allthelosers at somelamesafelisthostingcompany dot com and that address would be setup like a mailing list so that the emails go out to everyone on the list.
