I wonder if instead people should be assigned a random TLD that is unique and good for life, like our phone numbers can be. That way you could always have an email address like johndoe@12345xyz. I suppose nobody could be anonymous but maybe that could be achieved somehow too.
Why not go the whole hog and just microchip everyone?

I don't really like having an impersonal phone number, but then people don't really memorize phone numbers or even look at them: they just store it in their contacts list. So even if it's not for everyday use with family and friends, it may be a good idea to have one such "random" address.
A government may assign each citizen or resident an random looking email address in a dedicated domain, and require that it is used for some official business, such as communicating with government agencies (filing tax returns etc.). It can be assigned at birth or naturalization. A person (or a parent or legal guardian) would be required to provide either a forwarding address or an MX record. I don't know if this is really a good idea, but it can educate the public about separating personal mail and work mail from mail dealing with sensitive personal data.

Most of us already have Social Security numbers and driver's license numbers etc. that are permanent identification that are already tied to all sorts of things. For that matter, it is trivial to tie most of us to whatever email addresses we are currently using. I used to be a journalist and periodically someone would think they had obscured their contact information, and it was usually very easy to find out how to reach them.

It's way too long. Perhaps a hash of the DNA data.
