In almost every city you can get some free printed local maps at hotels or at tourist information centers. But usually I download a map of the place in advance to my phone (I use Osmand that is based on OpenStreetMap, and I also download an oflline map of the area in Google Maps). Then I use the maps on my phone either like paper maps, or like a navigation app, whichever is more convenient.
